Briefing by the Deputy Director of UzSAMA K.Khakimov on the ongoing work to fight against corruption

We all know that the fight against corruption in our republic is one of the main priorities of state policy. We notice this on the example of conceptually important regulatory documents and administrative reforms aimed at preventing corruption, which have been adopted in our country in recent years.

It should be noted that the State Assets Management Agency has implemented a structure related to the fight against corruption, and important measures are being taken to improve this activity, as well as special attention is paid to the prevention and prophylaxis of the vice of corruption.

The following activities have been carried out in UzSAMA to fight against corruption over the past period:

In particular, UzSAMA has implemented the international standard ISO 37001 on anti-corruption, received the corresponding certificate "Anti-Corruption Management System".

It should be noted that ISO 37001 is the world's first international standard that includes an international model for creating an effective anti-corruption system in an organization.

Having received the certificate of this standard, the organization at a high level can demonstrate to investors, entrepreneurs, public authorities and other interested parties the ability to carry out business processes transparently, legally and in accordance with the best international practices.

As part of the implementation of the requirements of the standard, UzSAMA has approved a "Roadmap" for fighting and preventing the shadow economy and corruption in its system", and on its basis a number of documents have been adopted, as a result, actions to fight and prevent corruption in UzSAMA system are legally regulated.

In particular, by internal order of UzSAMA:

- Anti-corruption policy;

- "Rules of behaviour" of UzSAMA employees;

- Regulation "On conflict of interest management";

- Regulation "On the procedure for mutual cooperation with UzSAMA and law enforcement agencies";

- "Information security policy";

- obligations to counteract and prevent corruption in employment contracts concluded with employees;

system to ensure transparency in the admission of employees to vacant positions, their selection and placement, rotation, promotion have been implemented.

In addition, the Agency has introduced new communication channels for reporting corruption.

Particularly, UzSAMA’s Hotline, the e-mail address of the Internal control and compliance service, a survey page on UzSAMA’s official website have been created, and a corresponding Telegram bot has been launched to receive appeals on corruption and actions of UzSAMA employees.

In particular, in order to fight against corruption and increase the effectiveness of its prevention, Internal control and compliance services have been established in UzSAMA’s system in all territorial departments and subordinate organizations of UzSAMA.

In addition to the above, as a result of the organization of training courses for employees of departments and divisions recognized as being at high risk of corruption in the UzSAMA's central apparatus, within the framework of the international standard ISO 37001 on fighting against corruption, aimed at providing them with relevant knowledge and improving their skills, in order to create strong anti-corruption skills, UzSAMA employees received certificates.

At the same time, in order to ensure openness and transparency of UzSAMA's activities, as well as to reduce human factor in the field of privatization, corporate governance, valuation, bankrupcy, leasing of state property, the "Roadmap" for further improvement of modern IT technologies in UzSAMA's system and digitalization of areas with a high human factor in 2022-2023" has been adopted and its implementation in practice is one of the main goals set for today.

At the same time, the Decree of the President of the Republic of Uzbekistan dated January 12, 2022 No.81 "On measures to implement a system of rating evaluation of the effectiveness of anti-corruption activities" introduced a system for evaluating the effectiveness of anti-corruption activities in state organizations.

In turn, the rating of the effectiveness of UzSAMA in the field of fighting and preventing corruption was evaluated by the Anti-corruption agency with the result "satisfactory".

It should be noted that in the future UzSAMA is aimed at uncompromising fight against corruption and its prevention.
