On September 21 of this year in the building of State Assets Management Agency under the leadership of Deputy Director of State Assets Agency M. Kadirov, for the employees of the Central Office, structural subdivisions and territorial departments held a training seminar for civil servants, aimed at explaining the content and essence of the new version of the Constitution of the Republic of Uzbekistan.
The speakers of the seminar were Sherzod Zulfiqarov, Head of the department of the Public security university, Doctor of science (Law), Professor; Mirgolib Nurmatov, Head of the department of this university, Doctor of science (Law), Associate professor; Khurshid Botirov, Lecturer of the Department of constitutional law of the Tashkent State Law University.
It is necessary to recall that the number of articles in the draft Constitution has increased from the current 128 to 155, and the number of norms has increased from 275 to 434. This means that the text of our Basic Law has increased by almost 65 percent and has been updated to take into account the proposals of our people.
The unconditional fulfilment of the constitutional norms defined in the new version of the Constitution of the Republic of Uzbekistan makes it possible to literally elevate "human dignity" in all spheres, to manage state and public life in a new and modern way on the basis of the system "man - society - state".
It is noted that the guarantees of unity of economic space, free movement of goods, services, labor and financial resources in the territory of the Republic of Uzbekistan have been strengthened. This situation creates grounds for preventing unlawful restriction of freedom of movement and realization of goods and services, as well as free movement of labor resources.
Also, strengthening the provision of a favorable investment and business environment by the new Constitution will serve to stimulate the attraction of direct investment in the country's economy, strengthen investor confidence, and ensure reliable protection of the rights and legitimate interests of entrepreneurs.
It was also pointed out that in the Constitution, for the first time, it was provided that land could be privately owned. This norm filled the gap in property relations as one of the real revolutionary innovations of our new Constitution.
At the end of the event, the participants received answers to all their questions on the new version of the Constitution.
