A delegation headed by Dr Andreas Kerst, Director of the Department of the Federal Ministry of Finance of Germany, visited Uzbekistan on October 8 this year. As part of the visit, the delegation is planning to hold a number of events jointly with the State Asset Management Agency.
Within the framework of the delegation's visit on October 9 this year, the delegation had a meeting with the Director of the State Assets Management Agency Akmalhon Ortikov and held an official signing ceremony of the Memorandum of Understanding, previously signed online on June 8, 2021.
It should be noted that cooperation within the framework of the memorandum is carried out mainly through seminars, working meetings, as well as mutual visits and conversations of representatives of both sides on relevant issues and aspects of the approved topics.
The areas of improvement of the management of state assets and privatisation of state-owned enterprises, as well as forms and methods of corporate governance, including strengthening the role of the relevant supervisory bodies, are in the foreground. A regular exchange of information and experience is also envisaged, whereby knowledge and practices in these areas in Germany are mainly shared and disclosed.
During the meeting, Akmalkhon Ortikov also noted that for the first time in the history of independent Uzbekistan, thanks to valuable comments and support of international colleagues, including Indecon team, the Law "On State Property Management" was developed and adopted, which came into force on 9 March this year.
This Law defines the principles of state property management, among which one of the important ones is the creation of equal conditions for state enterprises and non-state legal entities, as well as the refusal to grant additional benefits and preferences to state enterprises, and the categorisation of state property into republican and municipal.
Moreover, it was noted that within the framework of support of the Federal Ministry of Finance of Germany, experts of "Indecon consulting" company assisted in the development of the draft Law of the Republic of Uzbekistan "On Joint Stock Companies" in the new edition, which is at the stage of agreement with ministries and agencies.
