The State Assets Management Agency together with the Association of Appraisal Organizations, the Society of Appraisers of Uzbekistan and the Society of Appraisers, Experts and Consultants of Uzbekistan developed and agreed on November 14, 2023 "Regulations on the procedure of rating and ranking of appraisal organizations" , and also implemented rating and ranking of appraisal organizations.
For information: Implementation of rating and ranking of appraisal organizations is defined in the "Road Map" on deepening reforms in the sphere of state assets management and transformation of the system's activity, approved by the Presidential Decree No. PQ-101 dated March 24, 2023.
The Regulations for the conduct of rating and ranking of assessment organisations prescribe the following basic norms:
- Annually before January 25, appraisal organizations send information (types of appraisal services, number of contracts, number of appraisers with qualification certificates, scope of work, etc.) for the past period to the "Unified information platform of appraisal activity" placed on the portal "davbaho.uz" of the State Assets Management Agency;
- Based on the placed information, the State Assets Management Agency together with professional public associations of appraisal organizations on 4 (four) indicators related to the activities of appraisal organizations (number of appraisers, volume of services, number of expert opinions, amount of insurance policy) and their size (three for each indicator), based on the points scored in the range from "0" to "100" determines the rating, as well as ranking according to the characteristic criteria (number of appraisers, volume of services, number of reports) in the descending order from the highest number;
- The results of the rating and ranking of appraisal organizations are published once a year on the official websites of the State Assets Management Agency and professional public associations of appraisal organizations.
As a result of the introduction rating and ranking of appraisal organisations, it will be possible to improve the professional level and quality of appraisal services, ensure their impartiality, create a healthy competitive environment, and increase the transparency of appraisers' activities.
