Another measures to reduce state institutions and enterprises with state participation was adopted

One of the priority directions of the strategy of management and reform of enterprises with state participation for 2021-2025 is to determine the basis of ownership of enterprises with state participation, to limit state participation in sectors where the private sector is successful and there is developed competition, as well as to sharply reduce the number of enterprises with state participation through the introduction of systematicity and ‘sell or explain’ principles in the privatisation of enterprises with state participation.

In addition, in accordance with the Presidential Decree of the Republic of Uzbekistan dated 8 February 2022 (PD #123), in those sectors where five or more private business entities operate in one commodity market and competition is developed, state institutions will be liquidated or transformed into business entities and sold to the private sector.

According to the Decree, in the system of 50 ministries and agencies:

  • 62 enterprises with state participation will be reorganized into state institutions;
  • 289 state institutions and 110 enterprises with state participation will be liquidated in accordance with the procedure prescribed by law.
