According to the Law of the Republic of Uzbekistan "On management of state property" and the Presidential Decree №PD-101 of March 24, 2023, the appointment (election) of the executive of the enterprise with state participation and its deputies will be carried out on the basis of competition from July 1, 2023, except for cases provided for by decrees of the President of the Republic of Uzbekistan.
In order to conduct transparent, equal, fair and independent elections for executive positions, based on the best practices of the member states of the Organization for Economic Cooperation and Development (OECD), the procedure for election and selection of candidates for the executive and deputy executive positions of enterprises with state participation has been established.
This document is aimed at selecting the most suitable candidates to the executive body on the basis of competition, and provides for approval separately for each enterprise with state participation.
In turn, the document regulates the followings:
- Procedure and stages of candidate selection;
- Requirements for candidates;
- Evaluation of candidates in the selection process.
It is expected that the attraction of high-potential specialists to the management of enterprises and the introduction of the new procedure will increase the efficiency of enterprises with state participation, also due to the large contribution of state-owned enterprises to the growth of the gross domestic product of Uzbekistan, the improved performance of enterprises with state participation will have a long-term positive impact on the economy and civil society.
