A seminar was held to discuss the contents of the Law of the Republic of Uzbekistan "On State Civil Service"

The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, signed the Law "On State Civil Service" on 8 August this year.

Before the law was signed, on 4 August this year, at a video conference on measures to improve civil service reform and administrative efficiency, the President noted that "the adoption of this law is historical momemt and this issue has been delayed for almost 30 years, and its adoption will definitely ease the lives of 35 million people and have a direct impact on their mood.

The Law defines the Agency for Civil Service Development under the President of Uzbekistan as a special "authorized body" in the public civil service and is charged with the responsibility to ensure that the content and meaning of the law is explained to the public.

In this regard, a seminar was held on August 17 in the building of the State Assets Management Agency by officials of the Agency for the Public Service Development under the President of the Republic of Uzbekistan.

The seminar was attended by representatives from the State Assets Management Agency's central office and the Centre for efficient management of empty properties under the Agency, as well as representatives from the regional offices.

   At the event, the speakers informed that the Law was developed on the basis of international best practice (more than 10 developed countries, such as USA, Japan, UK, France, CIS countries, etc.) and that it was adopted after two years of extensive discussions with local and foreign experts  involved.

     At the same time, it was noted that the law is the only document regulating performance on the basis of uniform rules and defining the legal status of more than 118 thousand public civil servants working in state bodies and organisations.

     The law establishes the rights, duties and responsibilities of civil servants, restrictions related to civil service, measures to prevent corruption in the civil service, conflicts of interest and code of ethics of civil servants.

The Law on Public Civil Service consists of 10 chapters and 64 articles and enters into force in 3 months after its publication in the press.

At the end of the event, questions were answered regarding the drafting of by-laws, the procedure for assigning qualification levels to civil service positions and others, and further tasks were identified with the civil servants.
