In recent years, our country has been carrying out large-scale reforms to develop and support entrepreneurship, reduce the state's share in the economy, and ensure the inviolability of private property. Work in this direction continues with even greater intensity.
In particular, the Decree of the President of the Republic of Uzbekistan ‘On Privatisation Programme for 2025’ was adopted on 21 April 2025. According to this Decree, it is scheduled to put state blocks of shares in 115 enterprises, 659 real estate facilities, as well as 6100 hectares of land plots to open auction.
At the same time, in order to reduce the state's participation in the economy, this Decree introduced a moratorium on the creation of enterprises with state participation until 1 January 2030, as well as cancelled the requirement for mandatory participation of local public authorities in the charter capitals of markets.
In turn, in order to explain the essence and content of this Decree to entrepreneurs and the general public in the localities, as well as to intensify its information and propaganda accompaniment, the State Assets Management Agency held another presentation ‘Roadshow’ in Surkhandarya region on 10 May this year. During the event, state assets subject to privatisation were presented, including state shares in enterprises, empty state property, as well as land plots for sale.
The event was attended by more than 200 entrepreneurs and investors, as well as representatives of local khokimiyats and large enterprises of the region.
The event was led by Alisher Miraliyev, Deputy Director of UzSAMA, Samandar Khudoyberdiev, Head of the Territorial Department of UzSAMA in Surkhandarya region, and Otabek Ruziev, Head of the Territorial Secretariat of the territory.
During the event, A. Miraliyev made a speech, in which he noted that in recent years, reforms have been carried out in our country to improve the legal framework in the field of privatisation, as well as to support entrepreneurship. He stressed that a number of privileges and conveniences were created for entrepreneurs in the areas of privatisation and leasing of state property. In particular:
- if the payment for the purchase of a state asset is made within 1 month, the buyer is granted a discount in the amount of the Central Bank's base rate on the purchase amount;
- for the purchase of state-owned real estate and shares in state-owned enterprises there is a possibility of instalment payment for up to 3 years depending on the amount of payment.
- when selling state-owned property in the hotel and tourist services sector, regardless of the amount of payment for the purchase, there is a possibility of payment in instalments for up to 5 years;
- for state-owned properties sold at auctions for the establishment of medical and educational institutions, regardless of the purchase price, all purchasers are given the opportunity to pay in instalments for a period of up to 5 years.
- if the lessee pays the annual rent within 1 month, he/she is granted a discount in the amount of the Central Bank's basic rate on the annual rent amount;
- if a state-owned property leased through E-auksion for a period of at least 5 years has been thoroughly renovated, modernised and landscaped, and lease payments have been made in a timely manner, the lessee is granted the right to purchase the leased part of the property at the appraised value.
- State-owned properties with an area of up to 10 thousand m² will be provided to entrepreneurial entities engaged in the production of high-tech products for the right to use them free of charge for a period of 5 years. If the terms of the contract are fulfilled, such business entities will be given the right to buy the property at the appraised value;
- if the cost of all types of land plots is fully paid within 15 working days, a discount of 20% of the total amount will be granted (except for land plots sold at a price reduced by more than 50% of the initial cost).
- buyers of non-agricultural land plots, with the condition of instalments, are granted the right to pledge these plots as credit security if they make an initial payment of at least 35% of the value of the plot;
- if land plots put up for auction for entrepreneurial activity (except for regional centres) are not sold within 3 months, the initial price will be gradually reduced by 30%, and if the plot is not sold within 6 months - gradually by 10%. The buyer can pay 15% of the purchase price within 3 months and the remaining amount in instalments for up to 10 years.
At the same time, the participants of ‘Roadshow’ were informed about the work done in Surkhandarya region for 2024, in particular, the territorial department of UzSAMA put 106 state assets on auction, of which 107 assets were sold for 252.0 billion soums with the condition of instalment payment. In addition, 3,063 land plots with an area of 417.3 hectares were put up for electronic online auctions for entrepreneurs and citizens, of which 2,568 land plots with an area of 119.0 hectares were sold for 50.1 billion soums.
The Territorial department for the past period of 2025, only 26 new state assets were put up for auction, and 52 state assets were sold for the amount of UZS 31.3 billion.
In turn, in accordance with the privatisation programme for 2025, 15 shares of the state and economic companies with state participation, as well as 86 real estate objects put up for public auction in Surkhandarya region were presented to entrepreneurs and participants of the event.
Also, employees of UzSAMA explained in detail, both theoretically and practically, the procedures for opening a personal account on the electronic trading platform ‘E-auksion’, obtaining an electronic signature online and the rules for submitting application to participate in the auction.
At the end of the event, which was held at a high level and lively with questions and answers, a number of questions asked by the participants and media representatives were answered, including a number of proposals from local entrepreneurs.
This event will be further organised in all regions of the Republic.
