State Assets Management Agency staff have been familiarized with the draft Constitutional Law of the Republic of Uzbekistan "On the Constitution of the Republic of Uzbekistan"

     On March 25 of this year in the building of State Assets Management Agency under the leadership of Deputy Director of State Assets Agency B. Usmonov, the expert of Institute of Legislation Problems and Parliamentary Research at Oliy Majlis Sh. Joldasova presented the report aimed at explanation of the content and essence of the draft Constitutional Law of the Republic of Uzbekistan of "Regarding the Constitution of the Republic of Uzbekistan" for the employees of the Central Office, structural subdivisions and territorial departments.

      It was noted that out of more than 220 thousand proposals received during the nationwide discussions, every fourth was included in the project. No single offer of the citizens was left without attention. 65 percent of the text of the Basic Law was upgraded according to the people's proposals.

      It is noted that according to:

      Article 65, establishing equal rights and legal protection of all forms of property, inviolability of private property and the impossibility of depriving the owner of his property, except in circumstances provided for by law and based on a court decision, serves to establish more entities with inviolable various forms of property and to develop market mechanisms of economy with further provision of inviolability of property in various forms within the law;

    Article 68, which establishes that land may be privately owned under the conditions and in the manner prescribed by law and ensuring its rational use and protection as a national wealth, namely the provision of land to the real owner - the people, has legal force at the level of the Constitution.

       According to the members of the Constitutional Commission, the definition of the issue of inviolability of property and housing in the Basic Law was an important innovation. After all, a high level of guarantee of inviolability of property stimulates business and investment activity.

      For the first time due to the draft of the Constitutional Law the issues of ensuring the development of the system of continuous education, its types and forms, state and non-governmental educational organizations, is included among the tasks of the state.

   At the meeting it was noted that the draft Constitutional Law has passed five types of expertise: linguistic, legal, gender, anti-corruption and compliance with international human rights standards, as well as considerable work was done to prepare the draft version in the Uzbek language.

   Finally, the meeting attendees received answers to all their questions regarding the draft Constitutional Law.
