According to the relevant privatization programs, on September 20 of this year on the official website and social networks of the State Assets Management Agency (hereinafter - UzSAMA) was published an announcement on the process of accepting the most suitable offers from applicants for the purchase of property complexes located at 41 and 42 Buyuk Turon Street, Mirabad district, Tashkent city (hereinafter - object).
The official appeal of the Agency of Cultural Heritage, registered today - September 22 of this year (the Agency's statement indicates the date of September 21), with a request to provide practical assistance in removing the object from the auction sale, as well as making amendments and additions to the relevant regulatory acts related to this object (the Agency's statement says that a warning was issued) was received by the UzSAMA today - September 22 of this year and immediately taken into the proceedings.
In today's appeal of the Agency of Cultural Heritage it is reported that the buildings located at 41 Buyuk Turon Street are included in the list of real estate objects of the Material Cultural Heritage.
It is worth mentioning that according to cadastral documents dated June 2023, the total area of the object is 28,888 m2, the area of free land plot is 15,211 m2, the area of buildings and facilities is 42,048 m2, of which production and auxiliary buildings are 25,024 m2 and there are 3 separate administrative buildings.
Accordingly, in the conversation between the directors of the UzSAMA and the Agency of Cultural Heritage it was agreed to organize joint work to determine which part (which of) the buildings and facilities or land plot located on the territory of the object is recognized as an object of cultural heritage, so the UzSAMA sent a corresponding appeal.
At the same time, Publishing and Printing JSC "Shark" operates at low capacity (50 percent), business plan indicators are not fulfilled, its net revenue at the end of the first half of the current year decreased compared to last year, and its net profit decreased by 80 percent and amounted to only 13.8 million soums.
Despite the fact that the existing buildings-facilities and territory of the company are not effectively used, a large amount of property and land tax is paid. In particular, for the past period of 2022 and 2023, the company paid 3.3 billion soums of property and land tax.
In turn, the buildings-facilities and production equipment Publishing and Printing JSC "Shark", located at 41 Buyuk Turon Street, are morally obsolete, require repair and most of them are unsuitable for operation, therefore, by agreement with the company, it is being relocated to a compact and modern building.
At the same time, the administrative building of the National Information Agency of Uzbekistan (UzA) located at 42 Buyuk Turon Street is not included in the list of cultural heritage, but taking into account that this building reflects the historical architecture of the Tashkent city, as well as the appearance of an important monument of "modernism", in order to preserve it, the main requirement of the auction sales is the preservation of the historical appearance of the administrative building.
Meanwhile, in accordance with Article 26 of the Law "On State Property Management" it is established that ownership and (or) use of state property not subject to privatization is allowed on the basis of a lease agreement or trust management of state property, agreement on free use of state property, agreement on public-private partnership, including concession agreement.
Taking into account the above, the UzSAMA in close cooperation with the Agency of Cultural Heritage will clarify the object of cultural heritage and ensure a transparent process of privatization of the property complex in strict compliance with the existing legislation, informing the public about each stage of the process.
